Catalan Voters Abroad 2012

This map results from the initiative of a small group of Catalan voters abroad, some of which could not cast an absentee ballot for the Election to the Parliament of Catalonia 2012. The goal of this map is to visualize the scope of events that have made difficult or impossible to exercise the right to vote of those Catalan citizens living abroad, either temporarily or permanently. Current legislation distinguishes two types of absentee ballots:
Permanent residents abroad: According to official census data there were 156,117 Catalan permanent residents abroad registered at the CERA (Cens de Residents a l’estranger) in 2012. These citizens were entitled to cast their votes for the Catalan Election by first requesting to receive absentee ballots from the Oficina del Censo Electoral and then sending them back by mail or dropping it of at the corresponding consulate or embassy, as detailed here. The final deadline for voters to send absentee ballots back was 21 November 2012, and 21 to 23 November for dropping them off in consulates and embassies.
Citizens temporarily residing abroad: these citizens had to register as non residents in their respective Spanish embassy or consulate and submit a request to receive absentee ballots (available in embassies and consulates overseas and online) at their selected address. The deadline for registering as non residents and submitting the absentee voting request was 27 October 2012. The Oficina del Censo Electoral had then to mail out absentee ballots from 30 October to 13 November 2012. The final deadline for voters to send absentee ballots back was 21 November 2012.

Aquest mapa és el resultat de la iniciativa d'un petit grup de votants catalans a l'estranger, alguns dels quals s'han vist privats del vot en aquestes eleccions al Parlament de Catalunya. L'objectiu del mapa és visualitzar l'abast de les incidencies que han dificultat o impedit l'exercici del vot als ciutadans catalans residents a l'estranger de forma temporal o permanent.
Pel que fa al vot des de l'estranger, la legislació electoral vigent correu distingeix entre persones residents absents a l'estranger i el vot per correu de l'electorat que es troba temporalment a l'estranger. Aquesta distincio és la que hem utilitzat per definir les dues categories d'nformes en aquest mapa.
